Abstract

The necessity of mainstreaming climate adaptation strategies or policies into natural resource management plans has been recognized by the UNFCCC. The IPCC AR5 report suggests a growing demand for research to provide information for a deeper and more useful understanding of climate adaptation options, and indicates a lack of effective methods to meet this increasing demand of policymakers. In this respect, a participatory integrated assessment (PIA) approach is presented in this paper to provide an effective means to mainstream wetland climate change adaptation in rural sustainable development strategies, and thus to reduce climate vulnerability and to enhance rural community livelihood. The PIA approach includes a series of research activities required to assess climate impacts on wetland ecosystems, and to prioritize adaptation responses. A range of adaptation options that address key aspects of the wetland ecosystem resilience and concerns are evaluated against community based on sustainable development indicators. The PIA approach is able to identify desirable adaptation options which can then be implemented to improve wetland ecosystem health and to enhance regional sustainable development in a changing climate. For illustration purpose, the PIA was applied in a case study in Poyang Lake (PYL) region, a critical wetland and water ecosystem in central China with important international biodiversity linkages, and a locale for key policy experiments with ecosystem rehabilitation. The PIA was used to facilitate the integration of wetland climate change adaptation in rural sustainable development actions with multi-stakeholders participation. In particular, the case shows how the PIA can be designed and implemented to select effective and practical climate change adaptation options to enhance ecosystem services management and to reduce resource use conflicts and rural poverty. Worked in partnership with multi-stakeholders and assisted with a multi-criteria decision making tool, the case identified alternative desirable adaptation measures which could be used to deal with climate risks. Several desirable adaptation options were implemented as pilot projects to showcase the effectiveness of these measures which resulted in benefits to the well-being and productivity of all people living in the region. It should be noted that while the case study evaluated adaptation policies or options to climate change, it was not completed in terms of discussing in detail all the key components of the PIA approach. However, the case study represents the state-of-the-arts research in climate change impact assessment and adaptation option evaluation, particularly in linking with wetland ecosystem sustainability. Findings of the case study have indicated that the potential effects of climate change on wetland sustainability are quite significant. The case has also identified adaptation measures considered by stakeholders to be potentially effective for reducing vulnerability of wetland ecosystems. It is clear that wetland ecosystem sustainability goals will be unachievable without mainstreaming adaptation measures into wetland conservation and health programs under a changing climate.

Abstract

This paper summarizes recent studies on the effects of urbanization on climate in China. The effects of urbanization on local climate trends have been re-estimated based on homogenized observations and using improved methods. In this respect, the effect of urbanization on the observed warming trend of local surface air temperatures during the last few decades is determined as being about 20% at urban stations such as the Beijing Observatory. The large-scale weakening trend of wind speed is also about 20% more prominent at the city center than its surroundings. The effect of urbanization on precipitation is not profound, but results of high-resolution regional climate modeling suggest that this effect may depend on the urban extent. Although the urban heat island (UHI) should favor local atmospheric convection and hence precipitation, the increasingly extending urban land-use may reduce precipitation over the urban cluster in North China. It is found that urbanization can play a more notable role in extreme events than usual weather. High-resolution simulations show a positive feedback between the UHI and the super-heat wave in Shanghai during July–August 2013. Relevant studies dealing with urban climate adaptation are discussed in relation to recent findings.

Abstract

This report presents the water and climate adaptation plan (WATCAP) developed for the Sava river basin (SRB) as result of a study undertaken by the World Bank. The WATCAP is intended to help to bridge the gap between the climate change predictions for the SRB and the decision makers in current and planned water management investment projects that will be affected by changing climate trends. The purpose of the report is to: (i) assist stakeholders and decision makers in assessing and planning for the risks generated by climate change impacts on water resources; (ii) provide a basis for future plans and studies of adaptation to climate change impacts in the SRB; and (iii) stimulate cooperation and debate across the basin toward additional and more detailed studies on climate change impacts at the regional and basin scale. The SRB is projected to experience small increases in water use by the public water supply, industry, energy, and agricultural and irrigation sectors. However, it is widely expected that new hydropower plants (HPPs) will be constructed in the near future, making energy (primarily through hydropower) the most important water use in the SRB.

Abstract

Joint fact-finding has been advanced as a method for helping stakeholders grappling with technically intensive policy and planning challenges to collaboratively engage in research and arrive at shared sets of facts to inform their decision-making. This paper introduces joint fact-finding and considers its application in the context of infrastructure stakeholders aiming to assess and increase the resilience of their infrastructure systems to climate change. A set of evaluative criteria is introduced, which are proposed for assessing joint fact finding processes both procedurally and substantively in terms of the outcomes, considering them to be both arenas for collaborative governance and joint knowledge production efforts. These criteria are applied to a case in Rotterdam, the Netherlands. This case suggests that joint fact-finding can provide value, but also reveals some lessons. For the efforts themselves, these lessons relate to: The practical applicability of the outcomes; the inherently contingent nature of the outcomes when addressing wicked problems; questions of representation from stakeholder groups; and the importance of leadership and good process design. The following observations are made regarding the criteria: While they are typically interdependent, both process and outcomes should be evaluated; and more attention should be paid to the method and metrics of evaluation, while recognizing that there is no single formula or approach that can be applied, given the heterogeneity of the criteria. © 2016, Editorial Board EJTIR.
