Julian Garcés was the first bishop of Puebla de los Ángeles, playing a fundamental role in the founding of the new city, in a territory where the indigenous population was considerable and where the evangelization was just beginning. Despite his advanced age, fray Julian Garcés managed not only to found one of the most important cities of New Spain, but assisting in the protection of the natives, against the abuses of greedy conquerors. This research aims to show, by the historical and legal analysis and documentary technique, part of the work of this eminent prelate, who not only shape the city of Puebla de los Ángeles, but the protection of indigenous natives of the new world.
