Abstract

Infrastructure contributed 0.6 percentage points to Ethiopia's annual per capita gross domestic product (GDP) growth over the last decade. Raising the country's infrastructure endowment level to that of the region's middle-income countries could lift annual growth by an additional 3 percentage points. This will represent a significant boost over the growth performance of the mid-2000s, which averaged around 5 percent. The Africa Infrastructure Country Diagnostic (AICD) has collected and analyzed extensive infrastructure data for more than 40 Sub-Saharan countries, including Ethiopia. The results are presented in reports on various infrastructure sectors Information and Communication Technologies (ICT), irrigation, power, transport, water and sanitation and policy areas, including investment needs, fiscal costs, and sector performance. This country report presents the key AICD findings for Ethiopia. This will allow its infrastructure situation to be benchmarked against that of other African nations that, like Ethiopia, are low-income countries, with particular emphasis on immediate regional neighbors in East Africa. Several methodological issues should be borne in mind. First, the cross country nature of the data collection creates an inevitable time lag. The period covered by the AICD runs from 2001 to 2006. Most technical data are presented for 2006 (or the most recent year available), while financial data typically are averaged over the available period to smooth out the effect of short term fluctuations. Second, cross country comparisons require standardization of the indicators and the analysis to ensure consistency. Therefore, some of the indicators may be slightly different from those that are routinely reported and discussed at the country level. During the 2000s, Ethiopia's annual economic growth has averaged 4.8 percent, compared with only 0.5 percent in the previous decade. Notwithstanding this improvement, current annual growth levels still fall short of the sustained 7 percent needed to meet the Millennium Development Goals. Improved structural and stabilization policies generated an estimated 4.2 percent of Ethiopia's improved per capita growth performance during the 2000s, and improvements in the country's infrastructure platform over that period contributed up to 0.6 percentage points to growth. This was due almost entirely to the introduction of mobile telephony in Ethiopia. Simulations suggest that if Ethiopia's infrastructure platform could be improved to the level of the African leader, Mauritius, annual per capita growth rates could increase by 3.8 percent. Abstract

Transport and logistics infrastructure is a critical determinant of the competitiveness of a country's producers and exporters. Well-functioning transport and logistics infrastructure relies not just on hardware, but critically on the operating environment that emerges from the interaction between private sector operators; national policies and regulatory regimes; and, in many countries, state-owned owners and operators of core infrastructure. This paper looks at the case of South Africa, where constraints in access, pricing, reliability, and network interfaces, particularly in the port and rail network, are eroding the competitiveness of South African exporters. The paper draws on interviews with a wide range of exporters along with secondary research to examine South Africa's port and rail network, and explores the underlying factors contributing to these constraints, including chronic underinvestment, an inadequate regulatory environment, insufficient private sector participation, and weak regional integration. The paper concludes with a review of the reforms needed to deliver a more broadly accessible and competitive rail and port sector based on international case examples. It highlights the need for institutional reforms to promote competitive pricing; private sector participation to increase investment and improve service delivery; information and coordination to address market failures and improve access; and cooperation to improve intermodal, interregional, and institutional interfaces. Abstract

For the economy to attain its full potential, the Philippines requires an efficient water transport system. However, this is presently not the case. The domestic shipping industry is characterized by high costs, low quality of service, and a poor safety record. Logistics cost accounts for 24-53 percent of wholesale price, while shipping and port handling cost around 8 percent of wholesale price and 5 percent of retail price. Philippine domestic shipping is generally more expensive than in Malaysia or Indonesia, 2 other archipelagos. Moreover, it is more expensive to transport goods between 2 Philippine ports than between 2 Philippine ports via an international port. In the East Asia region, the Philippines trails behind its neighbors in various logistics performance and connectivity indices. For instance, in liner shipping connectivity, the Philippines ranked 66th out of 157 countries in 2013, and performs the worst among a group of East Asian comparators. Delays in shipment, slow cargo handling, and frequent accidents are the top complaints of businesses. In the East Asia Region, the Philippines has the highest absolute casualty rate and this is 40 percent higher than the second ranked country, Indonesia. On average, there are 228 ships involved in accidents and 303 casualties per year in the Philippines. In seeking to enhance competition in the delivery of domestic shipping services, this assessment has therefore focused particularly on measures that would increase the opportunities and incentives for new players to enter the market, and for existing operators to expand or vary the services they offer.

Abstract

With most of the global population and capital goods concentrated in urban areas, cities are key to social development and economic prosperity. They are drivers of national economic growth and innovation, and act as cultural and creative centers. Many development partners and other organizations are active on the topic of resilience in cities, and there has been a recent upswing in the development and promotion of innovate programs, tools, and initiatives. Arup International and the Rockefeller Foundation have developed the city resilience framework, which provides a lens through which the complexity of cities and the numerous factors that contribute to a city’s resilience can be understood. The framework is being used to facilitate agenda-setting sessions in cities selected to participate in the 100 resilient cities challenge. Within this global context, the city strength diagnostic was developed to help World Bank staff apply this new holistic approach to urban resilience to operations. It was designed to help facilitate a dialogue among stakeholders (for example, government, civil society, residents, and the private sector) about risks, resilience, and the performance of urban systems. The city strength diagnostic results in the identification of priority actions and investments that will enhance the city’s resilience as well as increase the resilience building potential of planned or aspirational projects. It stresses a holistic and integrated approach that encourages cross-sectoral collaborations to more efficiently tackle existing issues and to unlock opportunities within the city.

Abstract

The Baltic States; Estonia, Latvia and Lithuania and Poland are situated along strategic trade corridors within Europe, constituting the EUs eastern border with Russia and other CIS countries. EU membership has triggered rapid economic growth for the Baltic States and Poland due to the removal of trade barriers and reduced transaction costs. A heavy influx of EU grants has targeted development and improvement of transport infrastructure, and this support will continue until 2015. The EU grants are largely used for development of international corridors, which play a key role in strengthening the competitiveness of these new member states. Since their accession to the EU in 2004, these countries enjoyed remarkable growth. While the countries underwent varying degrees of contractions in 2009, signs of recovery are showing albeit with considerable uncertainty in the future. Growth in Estonia, Latvia and Lithuania in recent years has been unsustainable and was driven by a disproportionate increase in the non-tradable sector (construction, financial intermediation, real estate). This has had negative implications for competitiveness. The global economic crisis in 2009 has ended Poland?s fast economic expansion over the recent years, but in contrast to its neighbors Poland has avoided a decline in economic activity. Over the medium term, growth in Poland is expected to accelerate steadily in line with an improving external environment. The Baltic States and Poland are relatively competitive in trade logistics and have initiated reforms to facilitate trade, compared to their eastern neighbors, particularly Russia. Despite the plunge in 2008, freight transport and logistics development in the region has potential to continue to grow in the medium-term as some signs of recovery have begun to appear. The current economic situation has triggered a significant overcapacity of transport and warehousing which is characterized by very low prices for these services. While Poland remains relatively stable, Estonia, Latvia, and Lithuania are exhibiting higher vulnerability to external shocks. The most critical bottlenecks of transport logistics in the Baltic States and Poland are found in the deteriorating condition of their transport infrastructure, particularly that of road networks, lessdeveloped intermodal connections, and inefficiency of custom processing at border crossing points. Deteriorating road condition in these countries is largely due to inadequate maintenance and a comprehensive asset management system, albeit improving. Intermodal connections that are often inefficient are partly attributed to institutional arrangement that lacks inter-agency collaboration at the level of policy development and public investment. Custom procedures are particularly cumbersome and inefficient at the borders to non-EU member states. Nevertheless, the Baltic States and Poland have relative strengths in efficiency of domestic transport/logistics, cost-efficiency of trucking industry, and price-competitive port operation. The report various recommendations for strategic policy priorities for the Baltic States and Poland to leverage their own strengths to respond to various opportunities and challenges.

Abstract

Developed at the request of the Mexican G20 Presidency for consideration by the Finance Ministers and Central Bank Governors at the G20 Leaders' Summit in Mexico, and jointly prepared with the Asian Development Bank, this policy paper positioned green transport in the context of cities development. Urban transport determines the shape of a city and its ecological footprint. Many cities in low and middle income countries are at a crossroads. Policy decisions taken now, while car use is still relatively low and cities retain a relatively transit friendly, compact urban form, will affect how people will live in their cities for many decades into the future. A new paradigm of urban transport can be part of the solution to reversing the deteriorating situation in some cities of developing countries, and supporting others to embark on a sustainable, low carbon, green growth path: developing a city for people rather than cars, and including public and mass transport as a major component of the modal structure. Implementing such a new paradigm can be truly transformational. This joint World Bank and Asian Development Bank paper lays out six aspects, which are most difficult to align, yet, are critical to ensure the sustainability of urban transport systems, visionary leadership, integrated strategy for land use and urban transport, coordination among agencies, domestic capacity, adequate cost recovery, and private participation in the operation and construction of urban transport systems. The paper proposes a set of new initiatives for G20 leaders' consideration, including the development of an umbrella toolkit to guide policy makers in charge of urban planning to make transport decisions best suited to their local contexts.

Abstract

Turkey’s demographic and economic transformation has been one of the world’s most dramatic, with urban growth and economic growth proceeding hand in hand. Distinguishing Turkey from many other developing countries has been the pace, scale, and geographical diversity of its spatial and economic transformation. Fast-growing secondary cities bring added challenges that define Turkey’s second-generation urban agenda. New and differentiated service standards will need to be established across both dense urban built-up areas and small villages and rural settlements within the newly-expanded metropolitan municipality administrative area. These developments make planning, connecting, and financing important policy principles for Turkey’s second-generation urban development agenda. This policy brief frames a second-generation urban development agenda to support Turkey’s transition from upper middle income to high income.

Abstract

In considering the prospects for expanding non-commodities exports, the SACU region faces a global environment that has changed markedly over the past two decades. First, trade is increasingly shifting away from high income countries and toward developing countries. Second and perhaps most importantly, is the increasing importance of or ‘global production networks’ or ‘global value chains’ (GVCs). With wages rising rapidly in China and other places where GVC-oriented trade is concentrated, parts of these value chains are migrating to new global locations. Some estimates indicate that over the next generation 85 million manufacturing jobs will migrate from coastal China, and Sub-Saharan Africa is expected to be a major beneficiary. The SACU region, with its abundance of natural capital and surplus labor, along with a relatively high quality infrastructure and institutional environment, should be in a good position to attract investment and create a ‘factory Southern Africa’. Beyond assembly manufacturing that is typical of GVCs (e.g. apparel, electronics, automotive), the region should also be well-placed to compete as a location for value-addition to agricultural and mineral commodities (‘beneficiation’). Both types of investment would not only drive exports and have the potential to create significant employment, but also support upgrading by accessing global technologies and knowledge. And with growing markets across Africa, a ‘factory Southern Africa’ might increasingly be sustainable in the regional context.

Abstract

The country partnership framework (CPF) for Azerbaijan covering the period FY2016-20, sets out the World Bank Group (WBG) support to the country on its path toward a sustainable, inclusive, and private sector-led growth underpinned by a diversified asset base. The country’s strategic goals are laid out in its development strategy - Azerbaijan 2020: vision for the future and other strategic documents that aim at reducing Azerbaijan’s dependence on oil and gas revenues and strengthening its resilience to external shocks through investments into diversified human capital, physical infrastructure, and stronger institutions. The CPF builds on the WBG systematic country diagnostic (SCD) for Azerbaijan and aligns its objectives with the constraints and priorities identified in the SCD. Over the past decade, Azerbaijan has made remarkable progress toward reducing poverty and boosting shared prosperity. In response to the emerging challenges and the mounting depreciation pressures, the government devalued the national currency and committed to fiscal consolidation. The CPF takes into account the government’s intention to optimize the external borrowing over the medium term as part of the ongoing effort to maintain fiscal sustainability. The CPF lending program will help Azerbaijan in meeting its development objectives through engagement in priority areas where the country’s ownership is strong, where the WBG has a comparative advantage and where the potential impact on the WBG twin goals is substantial. The CPF will address the SCD connectivity agenda through investments into the development of the county’s transport and transit corridors as well as improvement of local infrastructure at the community level. The CPF results are grouped around two focus areas and eight objectives that aim at improved public sector management and service delivery, and enhanced economic competitiveness.
