Abstract

Adelaide, South Australia is a city with a long tradition of state of the art planning of its urban development and transport systems. As a planned ‘new world’ city it has largely escaped many of the traffic and environmental problems that beset other cities. An ongoing feature of its transport planning has been a readiness to adopt, adapt and attempt innovative solutions that are arguably ‘world’s firsts’. This chapter describes two such solutions from the last quarter of the twentieth century: a guided busway and a fully reversible one-way road. Further developments using Intelligent Transport Systems (ITS) technologies to meet community goals for improved public transport operations are also described. Abstract

The Delhi Metro (DM) is a mass rapid transit system serving the National Capital Region of India. It is also the world’s first rail project to earn carbon credits under the Clean Development Mechanism of the United Nations for reductions in CO2 emissions. Did the DM also lead to localized reduction in three transportation source pollutants? Looking at the period 2004–2006, one of the larger rail extensions of the DM led to a 34 percent reduction in localized CO at a major traffic intersection in the city. Results for NO2 are also suggestive of a decline, while those for PM25 are inconclusive due to missing data. These impacts of pollutant reductions are for the short run. A complete accounting of all long run costs and benefits should be done before building capital intensive metro rail projects. Document type: Book

Abstract

The Greenprint 2030 is a resolute attempt on the part of MMDA to engage all stakeholders in a process to create a common vision for the region’s future. For the first time, all 16 cities and one municipality comprising Metro Manila are linked under one vision that sets developmental priorities for the region and provides direction to achieve those priorities. The vision is formulated within the wider Mega Manila context, considering the shared challenges and opportunities with adjacent provinces. Like other metropolitan plans, Greenprint 2030 starts with a vision. However, it differs from the comprehensive metropolitan planning exercises in that it focuses on developing strategic areas of opportunity. Through the vision process, connectivity, inclusiveness, and resilience emerged as the key entry points for strategic engagement. Based on the vision the Greenprint 2030 will provide metropolitan wide spatial guidance, demonstrate coordination mechanisms, and identify areas for catalytic investments. The green in Greenprint goes beyond trees and open spaces green is efficient transportation, affordable housing, and more resilient infrastructure. It emphasizes sustainable urban development as the underlying principle across the three themes of inclusivity, connectivity, and resiliency. These sectors work together to enable more efficient use of resources and to create a livable urban environment. The Greenprint 2030 offers the strategic direction which informs comprehensive spatial and development plans prepared by national and local government agencies, related to Metro and Mega Manila. Through this process, more options for metropolitan governance will also be examined. The aim is to equip the metropolitan area to compete globally and to provide its citizens a safe, resilient, and green environment.

Abstract

Los Angeles (LA), for many years a city with limited rail transit, is substantially expanding its public transit system. This paradigm change in transportation policy and investment creates new requirements for monitoring. One area needing evaluation is whether new, high quality transit options, such as light rail, near existing transit services increase sustainable transportation mode shares and reduce car travel. Few studies have explored light rail’s role as a catalyst to increase overall transit use and achieve sustainability goals within an auto-oriented city like LA. Metro’s data show that trips taken on its bus and rail system dropped overall by 10.5% between 2009 and 2016, but its rail ridership grew 21% during the same period due to the debut of the Gold Line and Expo Line extensions. We analyze changes to bus service and associated ridership impacts that resulted from the opening of these two LRT lines in LA. The immediate effect of the city’s bus service changes along the Gold Line light rail extension appear to be associated with a net “bus plus rail” ridership decline in that corridor. In contrast, the Expo Line corridor experienced an initial increase in ridership during the two years immediately after its opening, possibly because the bus service was not reduced by the same magnitude as along the Gold Line extension. Our findings indicate that changes in bus service made to coincide with the introduction of new light rail transit (LRT) can negatively affect the overall transit ridership in the corridor. Planners and policy makers should closely monitor changes in bus service and ridership associated with new rail transit to ensure investments results in an overall net increase in more sustainable travel.
