Abstract

This paper provides an overview of the major current debates on infrastructure policy. It reviews the evidence on the macroeconomic significance of the sector in terms of growth and poverty alleviation. It also discusses the major institutional debates, including the relative comparative advantage of the public and the private sector in the various stages of infrastructure service delivery as well as the main options for changes in the role of government (i.e. regulation and decentralization). Abstract

This note, prepared as background for the G20 submission, explores the potential for Multilateral Development Banks (MDBs) to increase the volume of climate financing by leveraging and intermediating resources, through two main avenues: leveraging shareholder capital through the MDBs non-concessional windows, by raising debt from capital markets to finance climate investment; and mobilizing and 'pooling' concessional flows to support climate investment beyond the MDBs own balance sheets. The note is organized along these two lines, with the aim of providing some insights into the feasibility for MDBs to mobilize resources to leverage a significantly larger volume of climate financing assistance. The next section of this note provides information on how MDBs can support concessional flows to climate investments through pooling of external concessional flows beyond traditional balance-sheet capital. Leveraging shareholder capital and mobilizing and-pooling concessional flows are two potential avenues through which MDBs can leverage and intermediate resources to ultimately increase the volume of climate financing. The experience gained by the MDBs and their clients and donors from implementing these financing arrangements should provide helpful lessons for the development community as it considers how to develop the green climate fund and other future climate change initiatives. Abstract

An appropriate rural investment climate (RIC) is essential for rural businesses to be successful and generate employment and income in their communities. Improving the investment climate could facilitate income-generation activities in both farm and nonfarm sectors, thus reducing rural poverty. Nonfarm sector focused growth, combined with agricultural growth, and has been shown by Delgado et al. (1998) to have a significant impact on the local economy through the generation of employment and income. This study is the first to focus on both farm and nonfarm enterprises in its 2010 surveys of RIC in Yemen, Burkina Faso, Nigeria, and Mozambique unlike six previous RIC assessment (RICA) pilot projects that focused only on nonfarm enterprises. This report assesses the weaknesses and strengths of all RIC components in farm and nonfarm enterprises of the four countries surveyed, and recommends measures to address the weaknesses. The report identifies similar business obstacles for farm and nonfarm enterprises and four critical areas of the RIC to be improved. The results of the RICA are based on analyses of obstacles perceived by rural entrepreneurs and on assessments by RIC indicators, enterprise entry and exit, and enterprise performance. To have maximum synergy effects, farm and nonfarm enterprises should be promoted together. Document type: Book

Abstract

The main focus of the social protection and labor portfolio is on strengthening client's institutional capacity in the design and implementation of programs, but projects are not well equipped to track progress in this area. Correspondingly, there is a need to strengthen approaches to measuring and monitoring a 'missing middle' of service delivery, precisely those areas for which counterpart institutions are responsible during the course of a project. In particular, better measures of the primary functions of social protection and labor agencies are needed, such as identifying and enrolling beneficiaries, targeting, payment systems, fraud and error control, performance monitoring of service delivery providers, responsiveness to citizens, transparency, efficiency, management information systems and monitoring and evaluation systems. New World Bank initiatives particularly standard core indicators by sector and the introduction of results based investment lending call for substantial improvements in the use of monitoring and evaluation (M&E). Impact evaluations are included in about half of projects and should continue to be used selectively and strategically, particularly when the program is innovative, replicable and/ or scalable to reach a broader set of beneficiaries, addresses a knowledge gap and is likely to have a substantial policy impact. Structuring evaluations around core themes with common outcome measures is fundamental to building a global knowledge base on development effectiveness. Document type: Book

Abstract

This paper looks at how individual preferences for the allocation of government spending change along the life cycle. Using the Life in Transition Survey II for 34 countries in Europe and Central Asia, the study finds that older individuals are less likely to support a rise in government outlays on education and more likely to support increases in spending on pensions. These results are very similar across countries, and they do not change when using alternative model specifications, estimation methods, and data sources. Using repeated cross-sections, the analysis controls for cohort effects and confirms the main results. The findings are consistent with a body of literature arguing that conflict across generations over the allocation of public expenditures may intensify in ageing economies. Document type: Article

Panama's economic growth has been at the top of the Latin American and Caribbean (LAC) region in recent years. The country s rapid growth has been largely pro-poor and translated into significant poverty reduction. The new Administration is well placed to tackle these challenges, with its commitment to maintaining an open and diversified economy and redressing social imbalances. Looking ahead, the country s main challenges are to maintain the current growth performance and ensure that its benefits are extended to all. The World Bank Group s (WBG) new Country Partnership Framework (CPF) seeks to support Panama s continued high growth, while ensuring inclusion and opportunities for marginalized groups, and bolstering resilience and sustainability. These themes are highlighted as priorities in the Government s 2014-2019 Strategic Development Plan (SDP) and in the WBG s Systematic Country Diagnostic (SCD). The CPF seeks to maximize over a six-year period, the comparative advantages of the WBG, through packages of innovative public and private financing options based on cutting edge global knowledge and experience.

Abstract

In 2005, the World Bank Group (WBG) formally introduced the results framework in the country assistant strategy (CASs) as a key tool for improving the quality of the WBG's strategy in borrowing member countries, maximizing the development effectiveness of WBG assistance, and demonstrating measurable results of international aid in fostering growth and reducing poverty. These results matrices define the outcome indicators and milestones for tracking WBG program progress and mid-course corrective actions, fulfilling important accountability as well as learning objectives. The results-based CAS approach has brought several benefits including the focus on results, better alignment between the WBG country engagement and national priorities, and flexibility in instruments to accommodate programming for the increasingly diverse set of Bank clients, including International Development Association (IDA), International Bank for Reconstruction and Development (IBRD), and fragile countries. The matrix system at work and RAP 2013, have demonstrated that a weak CAS results framework is a key determinant of unsatisfactory outcome performance at the country program level. The objective of this note is to provide suggestions for improvement in results frameworks for country strategies based on an independent evaluation group (IEG) analysis of WBG's country strategies approved during FY2008-14 and the CAS completion report (CASCRs) prepared by country teams during FY2012-14.

Abstract

The objectives of the study are to: a) increase understanding of the effects and effectiveness of the implementation of the local government reform launched in 2006; and b) assess the impact of a World Bank-supported intervention that aimed to enhance effectiveness of the reforms by increasing local capacity and local participation. In line with these objectives, the study assessed the perceived effects and effectiveness of the implementation of the local government reform in selected provinces. The study also constitutes a baseline to allow for on-going assessment of progress and to inform corrective policy actions. The instruments and methods created during the study may be used in future assessments of the dynamics of local governance reform. These effects are reviewed in section two. The study also carried out a rigorous evaluation of the impact of an operational intervention carried out with World Bank support in the three regions of the study. This grant-funded project was aimed at increasing the effectiveness of participation of rural citizens in public life and increasing the capacity of local administrations to operate in the new legal and fiscal environment created by the decentralization reform. The summary of the impact evaluation can be found in section three.
