Abstract

A supply chain is a system of resources, organizations, people, technologies, activities and information involved in the act of transporting goods from producer to consumer and user. This (SCS) guide is intended for trade and transport government officials, port authorities and transport, cargo and logistics communities, in particular in developing countries. The purpose of the guide is to make concerned trade and transport-related officials, managers and personnel in developing countries acquainted with, and aware of, the many initiatives mushrooming in the field of supply chain security, what these will mean for their respective organizations, and how to tackle the inlaid challenges. This chapter attempts to clarify the background and current status of the multitude of programs that exist across the world today. This is achieved by, firstly, giving a brief account of the changing security environment (post 9/11) and its resulting implications for SCS programs. This is important as it helps to explain the motivation of the programs which are later expanded upon in more detail within the chapter. Within this section, the motivations for different types of programs, not directly linked to the events of 9/11 but to other reasons, such as combating illegal activities, enhancement of efficiency and standardization are also explained. Secondly, a list of the main programs is present under four main subheadings: compulsory programs, major voluntary programs, regional or national programs, and others. Tables are presented at the end of the section summarizing the main points of each program. Finally, some of the issues surrounding the programs are presented in the concluding section. Abstract

This paper addresses an old and recurring theme in development economics: the slow adoption of new technologies by farmers in many developing countries. The paper explores a somewhat novel link to explain this puzzle -- the link between market access and the incentives to adopt a new technology when there are non-convexities. The paper develops a theoretical model to guide the empirical analysis, which uses spatially disaggregated agricultural production data from Spatial Production Allocation Model and Living Standards Measurement Study survey data for Nigeria. The model is used to estimate the impact of transport costs on crop production, the adoption of modern technologies, and the differential impact on returns of modern versus traditional farmers. To overcome the limitation of data availability on travel costs for much of Africa, road survey data are combined with geographic information road network data to generate the most thorough and accurate road network available. With these data and the Highway Development Management Model, minimum travel costs from each location to the market are computed. Consistent with the theory, analysis finds that transportation costs are critical in determining technology choices, with a greater responsiveness among farmers who adopt modern technologies, and at times a perverse (negative) response to lower transport costs among those who employ more traditional techniques. In sum, the paper presents compelling evidence that the constraints to the adoption of modern technologies and access to markets are interconnected, and so should be targeted jointly. Abstract

Integrated Development Plans (IDPs) have been introduced in Romania as a prerequisite for accessing EU funds under the Regional Operational Program (ROP). The IDPs designed for growth poles represent a specific category of strategic planning documents as: 1) they need to be considered within the frame of the national policy to whose implementation they contribute; and 2) they represent a first endeavor to think of development across functional areas rather than confined to the administrative borders of the main cities. The objectives of this report are: i) to carry out a strategic evaluation of the seven IDPs and assess how the current plans compare with the diagnostic of the challenges identified in the work on urban development; and ii) to provide clear recommendations for the improvement of existing IDPs which will contribute to the elaboration of the future generation of plans implemented during the next programming period and will help improve the targeting of investments to enhance their economic impact.

Abstract

This is the first report presenting the Logistics Performance Index (LPI) and indicators. It aims to shed light on how different countries are doing in the area of trade logistics, and what they can do to improve their performance. It is based on a worldwide survey of the global freight forwarders and express carriers who are the most active in international trade. LPI and its underlying indicators constitute a unique dataset to measure country performance across several dimensions of logistics and to benchmark that logistics performance against 150 countries. It provides the empirical basis to understand and compare differences in trade logistics as well as to inform policy with respect to difficult bottlenecks and tradeoffs. As a tool for policymakers, professionals, development agencies, and other stakeholders, it will directly support the fast-growing agenda for reforms and investments in trade and transport facilitation. The report provides some insights on the cost of poor logistics to country competitiveness and the sources of those higher costs. Beyond cost and time taken to deliver goods, the predictability and reliability of supply chains is increasingly important in a world of just-in-time production sharing. Costs related to hedging against uncertainty are significant. Equally, cost and quality of logistics are determined not just by infrastructure and the performance of public agencies, but also by the availability of quality and competitive private services. Moreover, in many developing countries, problems of adverse geography are compounded by a weak modern services sector due to poor institutions or over-regulation. The report closes with some practical insights, advocating a comprehensive, integrated approach to ensure that actions in one area are not rendered ineffective by bottlenecks in another.
