Abstract

After a general introduction to concepts such as eGovernment, eDemocracy and eGovernance, a brief reflection on the situation of the Spanish public administration in relation to the internet is offered. The opportunities that information and communication technologies offer to carry out deep reforms in administrative procedures is discussed. If we do not seize these opportunities we risk “fossilizing” the administration, making only superficial changes that do not make the needed improvements in efficiency and the services to businesses and citizens.

Abstract

Transparency in public administration is possible if citizens are guaranteed access to documents. In this paper we propose a definition of transparency and analyse the Spanish legislation that addresses the right of access to information. Transparency is also more readily achieved if institutions have organized their archives. We propose essential requirements that must meet the legal and records management standards.

Abstract

Ariae is the Iberoamerican Association of Energy Regulatory Entities, formed by the organizations of 19 Iberoamerican countries. In this article we present the new  Ariae information service, consisting of a digital library that gathers and organizes the open access documents produced during the activities of the Association and its members. The article begins with an introduction to the Association and the motivations for creating the information service. Subsequently, it includes a brief presentation of similar services in the area, and finally a description of the objectives and characteristics of  Ariae information service.

Abstract

This study looks at how and if the Spanish central government is currently meeting the laws of transparency and good governance by providing access to public data. The first part is a description of the most relevant legal standards relating to this topic. Subjects, information on recruitment, formats available to reuse information, and platforms on which these public data are published are identified. This study was performed using March 2016 data from the Public Platform for Hiring which is provided by the Ministry of Finance and Public Administration of Spain. The most important finding may be that the law has been correctly applied by the Spanish government for the reuse of information. On the other hand, accessing information is difficult and nearly half of the subjects do not offer hiring data despite this requirement.

Abstract

In this article we analyze the organization of information in Spain’s Portal of the Transparency, which includes information that is required by law. We analyze both the organization of information and people who appear in the Portal. The analysis is then compared with the Law of transparency, access to public information, and good governance. The results show a high percentage of subjects that are not reporting the information as required by law. Contrarily, some sections, like economics, include an excess of information that makes their access complex.
