Abstract

South Africas Renewable Energy Independent Power Producer Procurement Program has run four competitive tenders/auctions since 2011, which have seen US$19 billion in private investment, and electricity prices of wind power falling by 46% and solar PV electricity prices by 71%, in nominal terms. Competitive tenders were introduced after an unsuccessful attempt to implement feed-in tariffs. The tenders incorporated standard, nonnegotiable contract documents, including 20-year Power Purchase Agreements and an Implementation Agreement whereby the Government of South Africa back-stops IPP payments by the national utility, Eskom. All of these projects have reached financial close to date and some are already delivering power to the grid. The financing success has been due in part to the requirements for commercial banks to undertake a thorough due diligence of projects prior to bids being offered. The details of the policy package described may be useful for other policy makers in countries developing policies for renewable energy deployment.

Abstract

The batteries of electric vehicles can be used as Virtual Power Plants to balance out frequency deviations in the electricity grid. Carsharing fleet owners have the options to charge an electric vehicle's battery, discharge an electric vehicle's battery, or keep an electric vehicle idle for potential rentals. Charging and discharging can be used to provide reliable operating reserves. We develop an analytical model that manages carsharing fleets. On the one hand, the energy in the batteries of an electric vehicle can be made available to the grid as operating reserves. On the other hand, the electric vehicle can be made available for rental, where the location within the city matters: drivers want a car to be close to their place of departure or arrival. The model can also be used by Transportation Network Companies such as Uber to preposition their vehicles conveniently in a city or optimize zonal pricing. To validate our model we develop a Discrete Event Simulation platform. We calibrate this simulation with locational information (GPS), rental, and charging transactions of 1,500 electric vehicles from the carsharing services Car2Go (Daimler) and DriveNow (BMW) over several years. We investigate the influence of the charging infrastructure density, battery technology, and rental demand for vehicles on the payoff for the carsharing operator and make an international comparison between the USA, Germany, the Netherlands, and Denmark. We show that Virtual Power Plants of electric vehicles create sustainable revenue streams for electric vehicle carsharing companies without compromising their rental business.

Abstract

How can one account for the puzzling behavior of insider-managers who, in stripping assets from the very firms they own, appear to be stealing from one pocket to fill the other? The authors suggest that such asset-stripping and failure to restructure are the consequences of interactions between insiders (manager-owners) and regional governments in a particular property rights regime. In this regime, the ability to realize value is limited by uncertainty and illiquidity, so managers have little incentive to increase value. As the central institutions that rule Russia have ceded their powers to the regions, regional governments have imposed various distortions on enterprises to protect local employment. Prospective outsider-investors doubt they can acquire the control rights they need for restructuring firms and doubt they can avoid the distortions regional governments impose on the firms in which they might invest. The result: little restructuring and little new investment. And regional governments, knowing the firms' taxable cash flows will have been reduced through cash flow diversion, have responded by collecting revenues in kind. To disentangle these vicious circles of control, the authors propose a pilot for transforming ownership in insider-dominated firms through a system of simultaneous tax-debt-for-equity conversion and resale through competitive auctions. The objective: to show regional governments, for example, that a more sustainable way to protect employment is to give managers incentives to increase enterprises' value by transferring effective control to investors. The proposed mechanism would provide cash benefits to insiders who agree to sell control to outside investors. The increased cash revenue (rather than in-kind or money surrogates) would enable regional governments to finance safety nets for the unemployed and to promote other regional initiatives. Abstract

year after the onset of Ebola, the estimated GDP losses for the three countries through 2015 total US$2.2 billion (US$240 million for Liberia, US$535 million for Guinea and US$1.4 billion for Sierra Leone). This is the result of the severe impact of the epidemic which has been exacerbated by the large decline in the world price of iron ore and severe corporate governance issues in mining in Sierra Leone. Important differences among the three countries are emerging. Liberia is gradually returning to normalcy, Guineas economy is stagnating, and Sierra Leone is suffering a severe recession. This update presents the World Banks most recent analysis of the economic and fiscal effects of the Ebola epidemic on the three countries. In relation to our January 2015 report it contains: 1) an updated status for the economies of Liberia, Guinea, and Sierra Leone; and 2) a brief description of these countries Economic Recovery Plans with indicative estimates of their potential impact on growth. As of April 2015, the Ebola epidemic has been largely contained but the negative effects on the economies of Liberia, Guinea and Sierra Leone loom large amidst continued uncertainty about the timing of complete eradication. The crisis continues to adversely affect these economies, so pace of recovery in these countries will depend heavily on adequate financing and effective implementation of the recovery plans. Ultimately, Liberia, Guinea and Sierra Leone will need the strong support from the development community over the next years to both make up for the losses incurred during the Ebola crisis and make these economies less vulnerable for the future.
