Abstract

To increase investment in infrastructure, in the early 1990s Chiles government introduced private capital into the transport infrastructure sector, covering roads and highways, bridges, tunnels, and airports. The chosen mechanism: a concession scheme through which private firms would finance and build a given project and then operate the infrastructure for a set of number of years, recovering their investment by collecting tolls from users. Among the lessons learned from the experience: 1) As much as possible, avoid concessioning roads for which there are convenient alternative freeways nearby. 2) Choose the right variable for awarding a concession. Avoid mechanisms that (by promoting large payments to the state or short-term concession periods) encourage high tolls, and if you choose to award a concession to the firm charging the lowest tolls, place a floor and ceiling on possible bids. The floor is to guarantee the concessions financial viability; the ceiling is to prevent inefficient traffic diversions. Ties at either end should be resolved by a second variable, such as the level of transfers between the state and the firm. 3) Allow downward toll flexibility so that the concessionaire can react to unexpectedly low traffic flows, especially for certain types of vehicles. 4) Pay special attention to the tendering mechanism and to the general incentive structure. There are limits to the pure least-present-value-of-revenue (LPVR) auction, but income guarantees do enhance liquidity. In fact, a minimum-income guarantee through an LPVR auction is an instrument for credit enhancement, not income support. Alternatively, some form of financial innovation should be encouraged to make debt service commitments more flexible. 5) If concessions are tendered by traditional methods and income guarantees will be given, cover only a fraction of the concessionaires expected income stream, to reduce the states financial exposure and to improve the incentives to the concessionaire. 6) Make the contracts as complete as possible but allow for later modifications or renegotiations, and include a well-designed dispute resolution mechanism. Abstract

Between 2000 and 2005 infrastructure made an important contribution of 1.6 percentage point to Benin's improved per capita growth performance, which was the highest among West African countries during the period. Raising the country's infrastructure endowment to that of the region's middle-income countries could boost annual growth by about 3.2 percentage points. Benin has made significant progress in some areas of its infrastructure. The rural road network is in relatively good condition, and about 30 percent of the rural population has access to an all-season road, a level above the country's peers. Air transport connectivity has improved. Also, important market liberalization reforms designed to attract private capital to the water and information and communications technology (ICT) sectors have boosted performance. In particular, increased competition in the ICT market has contributed to the rapid expansion of mobile and Internet services. Addressing Benin's infrastructure challenges will require sustained expenditures of $712 million per year over the next decade, with heavy emphasis on capital expenditure. Almost half of the total relates to the transport sector. At 16.6 percent of Benin's 2005 gross domestic product (GDP), this effort is almost at the level of other Sub-Saharan African countries. Benin already spends around $452 million per year on infrastructure, equivalent to about 10.5 percent of its GDP. Almost $101 million a year is lost to inefficiencies of various kinds, associated mainly with under pricing in the power and water sectors; poor financial management of utilities; and inefficient allocation of resources across sectors. If Benin could raise tariffs to cost-recovery levels, and reduce operational inefficiencies in line with reasonable developing-country benchmarks, it could substantially boost flows to the infrastructure sectors. Comparing spending needs with existing spending and potential efficiency gains (and assuming that the inefficiencies are fully captured) leaves an annual funding gap of $210 million per year. By far the largest share of the gap can be traced to the water supply and sanitation sectors. Benin has the potential to close this gap by adopting alternative technologies in water supply, transport and power. Abstract

The World Bank Group, DFAT-Australia, and Carnival Australia have partnered to conduct this study of the economic impact of cruise ship tourism in Vanuatu. Data gathering and analysis for this study was carried out by Net Balance Management Group. Over the past 10 years, Vanuatu’s cruise arrivals have grown by 15 percent per year. Cruising to Vanuatu has been buoyed by an advantageous location within a few days’ sail of Australia, a varied destination offering centered on Port Vila, and consistently positive passenger feedback. In 2013, more than 240,000 people arrived in Vanuatu by cruise ship. This translates into 490,000 passenger days. The goal of this study is to quantify the economic impacts of cruising, and to provide data on the cruise sector’s effect on economic activity. The study then identifies a set of investment opportunities that can help to increase the economic benefits of cruise tourism in Vanuatu. This report therefore seeks to provide a platform that can be used by government, the private sector and donor partners to support further strategic, targeted development of cruising. Data on tourism, and by extension on cruise tourism, is not readily available in Vanuatu. This report is an attempt to capture initial economic information about the cruise industry and to provide a point of departure for additional research into the economic, social and environmental impacts of the cruise sector.

Abstract

This study is a product of the Africa Infrastructure Country Diagnostic (AICD), a project designed to expand the world's knowledge of physical infrastructure in Africa. Infrastructure contributed 1.8 percentage points to Cote d'Ivoire's annual per capita Gross Domestic Product (GDP) growth in the mid-2000. Raising the country's infrastructure endowment to that of the region's middle-income countries could boost annual growth by a further two percentage points per capita. Cote d'Ivoire made major strides with respect to infrastructure during the 1990s. As a result, the country has broad-reaching national backbones in the road, energy, and Information and Communication Technologies (ICT) sectors, and relatively high levels of household coverage for utility services. However, much ground was lost to conflict in the mid-2000s. Very little investment has taken place in the last fifteen years, leading to recent power shortages, the deterioration of the road network, and the deceleration of progress on safe water access. Cote d'Ivoire's most pressing challenge will be to regain the financial equilibrium needed to restore a reliable energy supply. Reestablishing the prominence of Abidjan's port will require investments in terminal capacity, as well as road and rail infrastructure upgrades on hinterland linkages. The underfunding of road maintenance must also be addressed. Another challenge lies in sanitation, as it is currently unlikely that the country will meet the associated millennium development goal. This report presents the key AICD findings for Cote d'Ivoire, allowing the country's infrastructure situation to be benchmarked against that of its African peers. A social and economic crisis in Cote d'Ivoire has crippled its growth trajectory, which had been that of a middle-income country. It will therefore be compared to low-income countries (fragile and non-fragile groups) and middle-income countries, as well as immediate regional neighbors in West Africa. The study presented several methodological issues.

Abstract

Various transport-related agencies and local governments develop their respective transport plans or strategies to address bottlenecks and improve outcomes in the transport sector. However, to be able to bring a more focused or targeted intervention that is more inclusive, these various strategies need to focus on establishing interconnectivity between key urban growth centers and between lagging and fast-growing regions, and creating supporting institutions that promote greater integration. Upon the request of the National Economic and Development Authority, a framework plan was developed to provide policy-makers with a strategic framework to help identify the transport needs of the Philippines and guide in implementing an integrated, more coordinated approach to establishing stronger transport infrastructure linkages to support the country’s inclusive growth agenda. The framework plan was developed under the guidance of a vision and goals developed by stakeholders across the Philippines. This comprehensive vision can be summarized as ‘Bringing us all closer together for prosperity.’ The geographic focus of the Framework Plan includes all of the Philippines outside of Metro Manila. This Framework Plan does not replicate the work being done by the Japan International Cooperation Agency (JICA) for Metro Manila (the JICA study covers Metro Manila with an approximate radius of 100 kilometers and is being conducted to evaluate specific transport infrastructure projects for the Metro Manila area). Future improvements and needs of transportation infrastructure to meet the demand for long-distance transport to and from Metro Manila and to other urban/economic centers in the Philippines are considered; nevertheless, national-level strategies recommended in this study affect all areas of the Philippines.

Abstract

The Diagnostic Trade Integration Study (DTIS) update identifies priority actions in support of the Government of Sudan (GOS) commitment to increase trade and diversify the economy. The current study builds on the earlier 2008 DTIS by identifying the major factors holding back the increase of agricultural exports and economic diversification. The report identifies a package of measures that will support Sudan to more effectively realize its economic potential. The DTIS Update presents an updated action matrix that summarizes the recommended policy reforms. This matrix was validated with a wide variety of stakeholders in Khartoum in September 2014. Together, the action points will contribute to reducing trade costs, thereby enabling Sudanese enterprises and farmers to compete more successfully in regional and global markets and realize the GOS objectives of expanding and diversifying exports for increased economic growth. The recommendations accept that any changes in tariff schedules should be ‘revenue neutral,’ given the existing challenging fiscal situation.
