Abstract

Collaborative transportation and logistics pooling are relatively new concepts in research, but are very popular in practice. In the last years, collaborative transportation seems a good city logistics alternative to classical urban consolidation centres, but it is still in a development stage. This paper proposes a framework for urban logistics pooling ex-ante evaluation. This framework is developed with two purposes. The first is to generate comparable contrasted or progressive scenarios representing realistic situations; the second to simulate and assess them to make a "before-after" comparative analysis. In this framework, a demand generation model is combined with a route optimization algorithm to simulate the resulting routes of the proposed individual or collaborative distribution schemes assumed by each scenario. Then, several indicators can be obtained, mainly travelled distances, working times, road occupancy rates and operational monetary costs. To illustrate that framework, several scenarios for the urban area of Lyon (France) are simulated and discussed to illustrate the proposed framework possible applications. Paper presented at the Session: “Urban goods surveys”; The surveys specifically focused on the thorough knowledge of urban freight transport appeared about ten years ago. The local problematic of goods transport at local level was partially taken into account by the city planners and by the researchers: until recent years, the integration of goods transport in the total urban flows models was estimated applying a multiplying factor to car traffic. Delivering goods was not considered like a concern."br /"Because of the quick growth of car traffic in the cities, the main stakes changed too: the fight against traffic congestion, the management of the lack of space (shipment consolidation and storage), the attempts to reduce local environmental impacts and global externalities (energy saving, reduction of greenhouse gas emissions), and economic valuation of city centres (under the pressure of a slowed down economic growth)."br /"All these changes were taking place in a context in which available rooms for manoeuvre were limited by factors such as congestion, concerns about the quality of urban life and budget restriction. It resulted in a growing unease on the freight transport industry and the city authorities, the latter having little or no data, methods and references in order to elaborate a satisfactory policy framework. Abstract

Mobility and transport evolve with time and the passing generations. Interactions are numerous between daily mobility and household migration (here defined as house moving implying a municipality change). The evolution of the transport system has deeply modified the barrier of distance and has largely opened the choices in terms of residence place. The continuing urban sprawl phenomenon resulting from these modifications has itself resulted in a strengthening of the property and housing market in certain territories, pushing people (young couples in particular) towards a residential localization which is further and further away from the traditional, urban activity centres. The tensions between daily and residential mobility have therefore increased, notwithstanding the recent rise in energy costs. This in turn generates unsustainable effects on society and environment. But these new residential choices have in parallel induced new mobility behaviours, based on an extensive (and probably excessive) use of the private car in daily trips (home-work/school, shopping, leisure ...). Social life itself (visits to friend and family) has become more spatially dispersed. One already knows that the propensity to change residence is determined by a number of individual or household characteristics such as age, citizenship or income, but the effects of long-term trends as population ageing, the evolution of the household/family structure on both residential choices and mobility behaviours remain so far largely unanticipated. This research project aimed at analyzing interactions between demographics and the evolution of mobilities at different time-scales. In particular, localization choice for household, daily accessibility and internal migrations ap pear to have strong relations. Document type: Report

International audience; This paper explores what prompts some individuals to spend a significant amount of time travelling. In the literature, travel time tends to be regarded as useless, unproductive time and, in some cases, as the worst time of the day. The actual behaviour of intensive travellers challenges this view of travel time. A mixed approach that combines quantitative and qualitative methodologies was adopted. A survival analysis of daily travel time in eight European cities gives a quantitative definition of intensive travellers. Qualitative interviews with intensive travellers explore the various dimensions of choice and/or obligation that are responsible for these extreme daily travel times. The results show that roughly 20 % of the individuals in the sample for each city have long travel times (more than 100 min a day). The quantitative analysis also suggests that the behaviour of these individuals is atypical and cannot be explained solely by the characteristics that are considered in standard travel surveys. A qualitative sociological approach supplements the quantitative approach and illustrates that the allocation of travel time is not only determined by the activity pursued at the destination or the mode of transport but also by other factors such as personal beliefs and the perception of travel time. The positive perception of travel time as time to be used constructively or enjoyed influences the decision to travel intensively and, above all, contributes to its long-term acceptability. A number of political issues depend on travel behaviour and therefore, to some extent, on time management. New patterns of behaviour with regard to time management help explain the expansion in the range of individual travel. Document type: Article
